The Village office believes that it was built by the same company that made the Moose in Moose Jaw. This would be artist, Don Foulds. He also created the Woolly Mammoth in Kyle, SK, the Turtle in Turtleford, SK and the Indian Head in Indian Head, SK. The medium (cement) and the style is similar but I have no collaborating evidence that this is a Don Foulds piece.
